Perrybrook, Brockworth

Joint Clients :ERLP Sàrl and The Society of Merchant Venturers as Endowment Trustee for St Monica Trust



We were appointed as Utilities Consultants for the proposed development of a 71-hectare Green Belt site at Perrybrook, to the north of Brockworth in Gloucestershire.


The development, which forms part of the Joint Core Strategy of the Cheltenham, Gloucestershire & Tewksbury Councils consists of 1,500 residential properties, Doctor & Dental Surgeries, Care Home facilities, Schools, Retail & Commercial centres and recreational areas, including multi-use pitches, community allotments and public open space, over seven phases.


Initial desktop studies were undertaken by our parent company Solution:Positive during 2011, which identified existing below ground and overhead utility services to be diverted and the requirement for off-site reinforcement to provide utility connections to the phased development area.


In early 2016 our initial desktop reports were revisited and updated. Development of the site-wide infrastructure strategy was initiated, along with proposals for the diversion of the existing utility services, to facilitate sale of the seven land parcels to residential developers as “sterile” sites.


The site-wide infrastructure strategy included the installation of 250mm Ø potable water “spine” main and an ultra-fast Broadband fibre network, with in-built redundancy, through all seven phases, to provide mains water and ultra-fast fibre broadband to every property on the development.


Negotiating with Western Power Distribution and Severn Trent Water, we reached agreement for the below ground diversion of overhead 33kV & 11kV electricity lines and the installation of the potable water “spine” main, respectively, including associated off-site reinforcement of the mains water distribution network, to be completed at no cost to the Development Partners.


We were further appointed as Utilities Consultants for the road widening enabling phase of the development, commencing in 2019 and programmed for completion early 2021.

The consortium of land owners are actively involved with the provision of road and services infrastructure to facilitate land sales to house builders and Tony May (Solution:Positive Director), is the interface between the consortium and house builders; coordinating the services requirements of the multi-phase development.

A critical element to the success of the project was the co-ordination of utilities to the development, which included preparing and managing utility services applications for both the enabling works and the requirements of the wider development.


Solution:Positive (now Infrastructure:Solutions) carried out actual and future capacity calculations to inform the landowners business plan and managed the installation and diversion of the utilities.


They have been a critical cog to the successes of this development and the ongoing co-ordination between existing developers and the new potential developers.
